Breda–Utrecht recalculated: an audit of the social costs and benefits of a new rail link
The social costs of a new, direct rail link between Breda and Utrecht are considerably higher than the benefits. This is the key conclusion of a report in which the KiM Netherlands Institute for Transport Policy Analysis (KiM) scrutinized previous calculations of BAM Infra and Goudappel Coffeng. The KiM conclusions are less optimistic than those provided by the two companies. According to KiM, the reason for this disparity is that BAM Infra and Goudappel Coffeng overestimated the benefits passengers will derive from reduced journey times.
