Excellencies,
Ladies and Gentlemen,
Dear representatives of the European Youth,
Today, 8th of May, we commemorate the seventieth anniversary of the end of the Second World War in Europe. A conflict that claimed the lives of fifty million people. On this day we remember and try to keep in mind the lessons learned. In the context of the Council of Europe that unites us and
our citizens, we can be proud of some of the progress achieved. We have tried to overcome our divisions and have defined a common vision towards democracy and the protection of the rights of each of our citizen. At the same time we note also with apprehension some recent evolutions and new
tendencies of divisions on our continent and within our societies. Today we will reflect on these divisions, on the worrying manifestations of discrimination, of xenophobia, racism and anti-Semitism of religious intolerance. We will reflect on the breeding grounds and causes of extremism and
radicalism leading to violence and how they can be prevented.
But most importantly, today we will try to take our reflection a step further. We will not limit ourselves to look at the manifestation of these negative trends and how to prevent them. We will try to look at the seeds that have been sown for more inclusion, more tolerance. We will look at how
"net citizenship" can be promoted. We will see how media can play a role in promoting diversity and ensuring a fair and balanced representation of the various actors of our society. We will see how enterprises and social partners can play a role to facilitate inclusion and transform diversity
into an asset, including on the economic level. In conclusion, we will see how the values that we promote and defend within the Council of Europe can turn the huge challenges we are facing in opportunities for our societies.

Je suis particulierement heureux de pouvoir accueillir - avec mes collegues des trois Communautes de Belgique - un grand nombre de jeunes qui participent activement `a la campagne << Non `a la Haine >>. Je tiens `a vous remercier de votre engagement et de votre action qui sont sources
d'inspiration et d'espoir. Votre participation `a nos travaux aujourd'hui est indispensable. En tant qu'acteurs de la societe d'aujourd'hui mais aussi de celles de demain, votre role est essentiel, non seulement pour promouvoir l'inclusivite de nos societes mais aussi pour la transformer en
atout au quotidien.
Mesdames et Messieurs,
Apres la seance inaugurale, vous allez participer aux ateliers Education, Medias et Societe de l'Information ainsi que Relations Sociales et Travail. Vous allez faire des suggestions, des recommandations pour des initiatives, des programmes et des actions que les Etats membres et le Conseil de
l'Europe pourront entreprendre afin de surmonter les divisions, l'intolerance et la haine.
En tant que representants du monde politique, nous attendons vos propositions qui devront nous aider `a realiser l'ideal de societes respectueuses des droits de l'homme et des libertes individuelles, ou la diversite est un atout et la tolerance une force. Pour realiser des democraties
reellement inclusives et cohesives.
Des representants des pays membres et observateurs du conseil de l'Europe et d'organisations internationales europeennes ecouteront vos idees et suggestions. Ils y donneront une reponse politique pour porter cet agenda dans leurs instances respectives.
Je suis donc particulierement heureux que vous ayez repondu en si grand nombre `a notre invitation aujourd'hui. Vous etes venu de l'Europe toute entiere et meme d'autres horizons. La diversite des points de vue et l'ouverture sur le monde est en effet corollaire avec la tolerance que nous
mettons aujourd'hui `a l'avant-plan.
Je remercie tres sincerement les personnes qui prendront la parole `a cette seance d'ouverture, et toutes celles et ceux qui collaborent activement en tant que moderateurs et panelistes. Nous avons grandement besoin de vos connaissances, de votre experience, de votre sagesse.

De Secretaris-Generaal en de vertegenwoordigers van de Raad van Europa, die samen met het Belgisch voorzitterschap van het Ministercomite deze conferentie organiseren, zullen in uw voorstellen inspiratie vinden voor hun werkzaamheden. Immers, de waarden waarop de Raad van Europa stoelt,
Democratie, Mensenrechten en Rechtstaat geven antwoorden op de vragen, problemen en bedreigingen waarmee we geconfronteerd worden.
Ik wens u vruchtbare discussies toe en kijk uit naar het resultaat van uw werkzaamheden.
