Ballast Nedam en Strukton zijn aangewezen als preferred bidder in de Europese aanbesteding van het PPS project Nieuwbouw Detentiecentrum Rotterdam. In het consortium DC16 werken beide bedrijven samen met EGM Architecten, ISS Facility Services en Smits van Burgst. DC16 heeft de economisch meest voordelige aanbieding gedaan voor het DBFMO-contract ter waarde van circa EUR 100 miljoen met een looptijd van 25 jaar. Detentiecentrum Rotterdam is de eerste justitiële inrichting in Nederland die door middel van publiek-private samenwerking (PPS) is aanbesteed. De gekozen PPS-vorm is DBFMO (Design, Build, Finance, Maintain, Operate). Project Detentiecentrum Rotterdam omvat de realisatie van een nieuw detentiecentrum, dat met 320 cellen plaats kan bieden aan 576 gedetineerden. Het project omvat tevens het ontwerp en de bouw van circa 95 werkplekken, 210 parkeerplaatsen en 50 rijwielstallingplaatsen. Het nieuwbouwcomplex moet voorzien in de behoefte aan detentiecapaciteit en zal de bestaande, tijdelijke, detentiecentra in Rotterdam en Dordrecht vervangen. DC16 heeft alle schakels van ontwerp, bouw, financiering, facilitaire diensten, onderhoud en beheer aangeboden in een geïntegreerd contract met een looptijd van 25 jaar. De levensduurkosten van de nieuwe voorziening zullen lager zijn, doordat alle diensten door één en dezelfde partij in onderlinge samenhang worden ontworpen, gefinancierd, uitgevoerd en geëxploiteerd. De gebruiker, het ministerie van Justitie, de Dienst Justitiële Inrichtingen, wordt bij dit project vertegenwoordigd door de Rijksgebouwendienst als opdrachtgever namens de Staat. Dit PPS-project is volgens de procedure van de Concurrentiegerichte Dialoog aanbesteed. Doel van deze manier van aanbesteden is marktpartijen in staat te stellen innovatieve oplossingen in de aanbieding op te nemen en daarover in dialoog te gaan met de opdrachtgever. DC16 is geselecteerd op basis van de combinatie prijs - kwaliteit.

De komende periode staat in het teken van het afronden en formaliseren van de contracten. DC16 is inmiddels begonnen met de nadere planuitwerking om de geplande beschikbaarstelling op 1 juni 2010 te kunnen garanderen.

Ballast Nedam and Strukton selected for Detention Centre Rotterdam PPP Ballast Nedam and Strukton have been selected as the preferred bidder in the European call for tenders for the new Detention Centre Rotterdam PPP. Both companies are part of the DC16 consortium along with EGM Architects, ISS Facility Services and Smits van Burgst. DC16 submitted the most competitive tender for the DBFMO contract (Design, Build, Finance, Maintain and Operate) of roughly EUR 100m. The contract has a span of 25 years. Detention Centre Rotterdam is the first custodial institution in the Netherlands to be contracted as a Public Private Partnership, or PPP. The Detention Centre Rotterdam project calls for the construction of a new detention centre with 320 detention cells capable of housing 576 detainees. The project will also provide around 95 office spaces, parking facilities for 210 cars and 50 bicycles. The new detention centre is to address the current need for detention capacity. It will replace the temporary detention centres that are momentarily in use in Rotterdam and Dordrecht. DC16 has bundled all facets of the project - design, construction, financing, facilities services, maintenance and operations - in an integrated contract with a span of 25 years. Long-term costs will be kept low, since all services will be designed, financed and operated in tandem by a single party. The National Agency of Correctional Institutions of the Ministry of Justice is the client, and is represented as such by the Government Building Agency on behalf of the national government. The PPP project was tendered in accordance with the competitive dialogue procurement procedure. This approach is designed to allow market parties to include innovative solutions in their tenders and to enter into constructive dialogue with the tender authority. The selection of DC16 was based on the combination of price and quality.

Efforts in the time to come will focus on finalizing details and formalizing contractual agreements. The DC16 consortium has already entered a more detailed planning phase to guarantee project completion and delivery on 1 June 2010.
