Rapportage van Nederland aan de Europese Commissie over het EMU-saldo en de EMU-schuld
Hierbij doe ik u toekomen de halfjaarlijkse rapportage van Nederland aan de Europese Commissie over het EMU-saldo en de EMU-schuld. Deze rapportage vloeit voort uit het Verdrag van Maastricht. Het Verdrag schrijft voor dat de lidstaten halfjaarlijks (voor 1 maart en voor 1 september) rapporteren over het EMU-saldo en de EMU-schuld.
De tijdshorizon van deze rapportage betreft de jaren tot en met 2001.
Voor het jaar 2000 zijn de voorlopige realisaties gepresenteerd. Het
EMU-saldo 2000 bedraagt 1,3% BBP en de EMU-schuld 2000 bedraagt 56,3%
BBP. Deze cijfers over 2000 zijn dezelfde die in de Voorlopige
Rekening 2000 zijn opgenomen. Over het EMU-saldo 2001 en de EMU-schuld
2001 wordt voor het eerst in deze halfjaarlijkse cyclus aan de
Europese Commissie gerapporteerd. Voor het EMU-saldo 2001 is de 0,7%
BBP uit de Miljoenennota 2001 opgenomen. Voor de EMU-schuld 2001 is
het cijfer uit de Miljoenennota 2001 uit oogpunt van consistentie
geactualiseerd voor de wijzigingen in de EMU-schuld 2000 opgetreden na
Miljoenennota 2001. De EMU-schuld 2001 wordt in deze rapportage
geraamd op 51,9% BBP.
Overigens zij opgemerkt dat naast deze halfjaarlijkse EMU-rapportages
voor de Europese Commissie ook maandpublicaties over het EMU-saldo
door het Ministerie van Financiën worden opgesteld. In deze
maandelijkse EMU-rapportages staat in afwijking van de halfjaarlijkse
rapportages aan de Europese Commissie geen kalenderjaarcijfer
centraal, maar de uitkomst van een individuele maand (en een
12-maandscijfer van de afgelopen 12 maanden).

Accounting rules ESA 1995
The complete set of accounting rules of ESA 1995 has been taken into
account in this notification in accordance with article 8 (2)
Regulation EC 2223/96 ESA 1995 dated 30 November 1996.

Revenues of the 2000 auction of UMTS licences
The result of the 2000 auction of UMTS licences amount to 5.9 billion
of guilders / 0.7% GDP. These revenues are used to reduce the
government debt. Excluding the UMTS revenues the 2000 general
government balance is 1.3% GDP.
The 1999 data
The data of the government debt for the years 1997-1999 are updated on
the bases of new sources. The debt level is increased with
approximately 0.3% GDP (concentrated at the local government sector
and the social security funds).
The 2000 data
Table 2 shows the development of the components of the general
government deficit for the year 2000 since the notification of
September 2000. Compared to the 2000 data in the September
Notification, the new data show a further improvement of general
government surplus of 0.3% GDP. This improvement is concentrated at
the central government sector (combination of less expenditure and
more tax receipts) and at the social security funds (more social
security premiums received than expected).

exception that the data on the government debt 2001 include the
changes in the government debt 2000 since the Budget Memorandum 2001.
